TASC's submission on the new property tax. TASC recommended an equality-proofed recurrent (annual) property tax based on property value in the first instance, moving to a site value tax in the medium term. We also recommended granting those unable to pay – including those with high housing and childcare costs as well as people on low incomes – the option of deferred payment until sale or transfer of the property. This removes any immediate hardship, while preserving the integrity of the proposed property tax system. Moreover, the maximum deferred charge payable in TASC’s model is capped at a level considerably lower than previous stamp duty levels.
